Tour of Bulgaria 2025

In light of fulfilling the requirements of the UCI and covering the costs of the imposed fines after the awarding ceremony of the last stage of the Tour of Bulgaria 2024, UCI and BCF conclude a final agreement to include the international cycling Tour of Bulgaria in the 2025 UCI Road International Calendar.

UCI informed Bulgarian cycling federation of its decision to reject the application for registration of the Tour of Bulgaria on the 2025 UCI Road International Calendar due to failure to meet the sporting criterion set out in article 1.2.010 of the UCI Regulations, which requires event organisers to respect the “scope of competence of commissaires and other stakeholders”.

Having considered the content of the letters sent by the Organiser and the Event Director, the UCI maintained that the following infractions of the UCI Regulations have been committed:

I. Organiser

A. Infractions

– Non-compliance with articles 2.2.010 and 2.12.012 (3.1) of the UCI Regulations and Chapter 4, Section E.1, pages 175 to 178, of the UCI Organiser’s Guide to Road Events, due to the failure to provide accommodation to at least 20 persons, including riders and team staff, on the night of 26 August 2024.

– Non-compliance with article 2.12.012 (3.2) of the UCI Regulations and Chapters 4 (Section K.2.2) and 5 (Sections D.3.3 and D.3.5) of the UCI Organiser’s Guide to Road Events, due to the failure to carry out the podium ceremony of the final stage of the Event in accordance with the decisions taken by the commissaires appointed to the Tour of Bulgaria 2024.

B. Terms for an Acceptance of Consequences pursuant to articles 2.12.010(A) and 12.6.019 of the UCI Regulations The UCI notes that the Organiser has acknowledged the infractions and does not oppose to the terms of an Acceptance of Consequences proposed by the UCI in its letter of 14 October 2024. Therefore, pursuant to article 2.12.010 (A) of the UCI Regulations, the proceedings against the Organiser in relation to the infractions described above shall be terminated upon signature of the attached Acceptance of Consequences form and payment of the following fines: – A fine of CHF 3’750 (three thousand seven hundred fifty Swiss francs), for non-compliance with the provisions of articles 2.2.010 and 2.12.012 (3.1) of the UCI Regulations and Chapter 4, Section E.1, pages 175 to 178, of the UCI Organiser’s Guide to Road Events – A fine of CHF 7’500 (seven thousand five hundred Swiss francs) for non-compliance with articles 2.12.012 (3.2) of the UCI Regulations and Chapters 4 (Section K.2.2) and 5 (Sections D.3.3 and D.3.5) of the UCI Organiser’s Guide to Road Events.

II. Event Director

A. Infraction Non-respect of the decisions taken by the commissaires appointed to the Event.

B. Terms of an Acceptance of Consequences pursuant to article 12.6.019 of the UCI Regulations The UCI notes that the Event Director has acknowledged the allegations against him and does not oppose to the terms of an Acceptance of Consequences proposed by the UCI in its letter dated 14 October 2024. Therefore, pursuant to article 12.6.019 of the UCI Regulations, the proceedings against the Event Director in relation to the infraction described above shall be terminated upon signature of the attached Acceptance of Consequences form and payment of the following fine: A fine of CHF 5’000 (five thousand Swiss francs), for non-respect of the decisions of the commissaires, pursuant to article 1.2.131 of the UCI Regulations.

After official communication and instructions from the UCI, the management board of the Bulgarian Cycling Federation agreed to cover the fines imposed on the organizer and the manager of the Tour of Bulgaria 2024, accepting that:

– the commissaires delivered the official results of the 2024 tour of Bulgaria in a timely manner and prior to the podium ceremony;

– the podium ceremony took place late due to an infraction of the UCI Regulations by the National Federation and Mr Balev, failed to comply with the instructions and results communicated by the commissaires.

The Bulgarian сycling federation thanks its members and managers for their support and the UCI for their efforts to fix all the gaps and improve them. We appreciate the fact that the UCI paid attention to our small federation and is aware of the progress in the organization and the importance of the international cycling Tour of Bulgaria 2025.
